Fishing Ships
Queue up 12 fishing ships to fish from Deep Fish.
Wood (Stragglers)
Send your new Villagers to collect Wood from straggler trees.
Take Designated Builder...
2nd Dock
Build a 2nd Dock.

Queue up Villagers
Queue up as many Villagers as you can in your Town Center

You take it from here
From here you can go heavy on water, go into Imperial, or Boom on the mainland.
